I feel this argument applies in many situations

One would think

Aren’t all members of congress exempt from arrest while performing their duties?

First and foremost, the social security number is now an identifier, simply a claim to benefits, second, the US has fallen way behind other nations in identifying its citizens…that is all.

So, I believe the Constitution of the United States of America quite clearly stated that no one person should/would have the AUTHORITY to destroy the public faith that there will be a tomorrow. Perhaps I misread it.
