Foreplay is generally an activity that makes the partners sexually aroused. Sitting and waiting for one partner to remove all of their fancy jewelry is… not really that arousing.

I guess some people just wear a lot of jewelry and take a long time to take it off? I guess?
Sure, but surely the foreplay would begin after the jewelry was removed. Thus, the mood wouldn’t be killed. Frankly, the mood is more likely to be killed by the Mr. T-level amount of jewelry.
That surely depends on how they do it!
