You’re thinking of FreeDUMB, where you’re allowed to believe whatever you want. But Trump has to approve the position first (as stated) and it has to be the opposite of whatever the data/proof clearly shows. It’s like the Wish.com version of FreedomTM, but that’s geared more toward Teaparty Gun Nuts and Libertarian Potheads.

Unfortunately robots.txt only stops the well behaved scrapers. Even with disallow all, you’ll still get loads of bots. Setting up the web server to block those user agents would work a bit better, but even then there’s bots out there crawling using regular browser user agents.
This dude is just throwing all kinds of ninja smoke on the floor trying to get out from under that Epstein File case. He’s already “DOGE’D” everything he just said out of existence. He basically wants Grok everywhere but without saying it because he doesn’t want to show Elon he still loves him. But he can’t enforce this beyond his own government which he is still crippling at the moment.
